Singh was asked regarding his message to the people of both the communities in view of the receptive judgments on Ram Janambhoomi-Babri Masjid title suits to be delivered by Allahabad High Court on Thursday.

He said his memorandum was enclosed in the appeal issued by Cabinet over a week back.

Distrustful of severe reactions, the Cabinet had adopted a declaration which said that the judicial alternative will not end till all sections are pleased and further lawful remedies would be accessible.

“There should be no effort whatsoever made by any section of the people to incite any other section or to spoil in any expression of emotion that would hurt the feelings of other people,” the resolution had said.

“It goes without saying that the judgement needs to be treated with the utmost respect. At the same time, we must remember the fact that the judgement, at this state, is one step in the judicial process. The determination of the issues need not necessarily end with this judgement unless it is accepted by all parties,” it said.

The resolution had said “in case any of the parties feels that further judicial consideration is required, there are legal remedies available which could be resorted to.”

The Supreme Court on Thursday regimented the Allahabad High Court to impediment a potentially volatile decision on whether Hindus or Muslims possess land around the Babri mosque in Ayodhya.

The case over the 16th century mosque in Uttar Pradesh is one of the major security challenges in India this year, along with a Maoist rebellion and a Kashmiri nationalist revolt, Prime Minister Manmohan Singh has said.

The Supreme Court’s judgment on Thursday came after an petition to the stay on the verdict, saying the matter could be established out of court.

The Supreme Court will meet on Sept. 28 to make a decision on the petition and commentators said the date of the real judgment by the high court — initially due on Friday — was now unclear.

“The supplicant visibly believes that if the Supreme Court lends a serving hand, a calming touch, it is possible that the warring parties will see cause and try and fetch a clarification,” Supreme Court legal representative Mukul Rohtagi told reporters.

The central government has been on alert for any consequences from the judgment, appealing for calm. It banned public meetings in the state and bulk mobile text messages that could be used to spread rumours and plan riots.

Hindu mobs demolished the mosque in the town of Ayodhya in 1992, claiming it was built on the birthplace of their god-king Rama. The demolition triggered the worst religious riots since partition in 1947, and some 2,000 people died.

The verdict could prove a major political quandary for the government led by the Congress Party, a left-of-centre party with secular roots.

A verdict in favour of the Hindus would force the government to uphold the verdict, making it unpopular with Muslims, a key vote bloc.

A ruling for the Muslims would mean the government would have to push Hindu groups out of the site, a political minefield.
